ISO-NE, NEPOOL File Alternative Winter Reliability Proposals

ISO-New England and NEPOOL filed alternative winter reliability program proposals with the Federal Energy Regulatory Commission to address reliability challenges over the next winters. The proposals for winters 2015/2016, 2016/2017, and 2017/2018 are designed to carry the region through until 2018, when new resource performance incentives will go into effect. ISO-NE’s proposal conforms to FERC’s most recent order calling for a program that provides the greatest fuel neutrality; oil-fired, natural-gas-fired, and dual-fuel generators will be allowed to participate, as before, but the proposal would also allow other types of generators that are supplied by on-site fuel to participate. NEPOOL’s proposal includes components for oil-fired resources, dual-fuel resources, resources that contract for liquefied natural gas, and demand-response resources.
