Gas Infrastructure: FERC Proposes Reforms

In May 2026, the Federal Energy Regulatory Commission (FERC) issued a Notice of Proposed Rulemaking (NOPR) to update its blanket certificate program for natural gas infrastructure. The proposal would expand the types and sizes of projects that can proceed without case-specific approval, while increasing cost thresholds for qualifying investments.

If finalized, these changes could streamline the permitting process for certain pipeline and compressor projects, enabling more efficient development of infrastructure that supports electric system operations. FERC also extended temporary waivers on cost limits through May 2028, providing additional regulatory continuity as the Commission evaluates permanent updates.

The proposal builds on broader efforts to review permitting frameworks across energy infrastructure, including potential changes affecting liquefied natural gas (LNG) facilities and projects.
