Texas Commission Approves Weatherization Rules

The Texas Railroad Commission has adopted rules that require critical natural gas suppliers to implement measures to stay in operation during a weather emergency, or face fines up to $1 million per day. The rules apply to producers of at least 250,000 cubic feet per day, or about 78% of the state’s daily natural gas production.
Critics of the plan warn that the regulations lack strong enforcement mechanisms, utilize narrow reporting requirements, and includes loopholes that allow companies to classify stoppages as unrelated to weather.
